The primary difference is the mode to cool the air. Evaporative cooling works as the name suggests by evaporating water into the air, which absorbs heat. This heat exchange is what decreases the air temperature. 

Refrigerative cooling relies upon the use of a refrigerant to transfer heat from the indoor air to the outdoor environment. A compressor compresses the refrigerant, causing it to release heat and become a high-pressure gas. The refrigerant then flows through coils where it expands and absorbs heat from the indoor air, cooling it down. The cooled air is then circulated back into the living space.
